There is no way in this world that 2/3 of the states are going to agree to do such a thing. It only takes 17 states who currently have disproportionately large representation in the Electoral College to prevent this from ever coming to pass. Wyoming, Rhode Island, Deleware, Montana, Utah, Nevada, New Mexico, Maine, Vermont, Arizona, Alaska, Hawaii, North and South Dakota, Idaho, Nebraska and Minnesota would never ratify such an amendment. To do so would be to exile themselves into permanent politcal oblivion. Actually it only takes 13 states to block a constitutional ammendment. You were incorrect about a 2/3 majority of the states. Ratification requires approval by 3/4 of the states or 38 out of 50.
