Million dollar salaries, European trips, and new computers WERE NOT what the 911 money was given for.

Their behavior has been very wrong.

Face it, the ARC and the UW are so far down the low road that they both deserve to be audited and replaced. The religions have a word for their brand of corruption - "Mammon." Speaking from experience, their corruption infects every organization it touches.

In any professionally run charity, the budget is developed by the needs of the existing program. The reverse - a program which developed around a budget - brings instability, unnecessary growth and - often - serious waste. Via their September 11th funds, the ARC and UW have proven - beyond anyone's doubt - that they do business in this reverse "budget drives program" fashion. That September 11th monies almost bought these organizations new computer facilities costing in the tens of millions of dollars puts them in the same league as the DNC or organized labor. They're despicable.
