Also, when did Clinton change the law by EO giving AG (J Reno) responsibilities that had previously belonged to Sec. of Defense? The change was to take affect 10/1/00, if memory serves me correctly, but when was the EO drafted? Any thoughts?

The EO was drafted 6-9 months earlier, as I remember. I know that when we learned about it, it seemed like a long time before it was to take effect.
