The difference bet the Chicago/Memphis murder rate and the NYC rate is amazing. I could tell Chicago had a high murder rate as soon as I left the airport and nearly got into two accidents with extremely aggressive drivers of the "newcomer" variety. I was a student at the Univ of Memphis. I can take you to places within blocks of the campus and show you where murders took place. I never had that type of experience in any other city. Those two cities have a pathological level of crime and it is the fault of the respective mayors who are two cowardly to employ the Guliani cure.

The year before wee willie herenton took over as mayor of Memphis, the homicide rate was at 160 I think the first year he was in office it soared to 213..It has taken more than 8 years to return it to the pre-willie days. Everything in Memphis is racisim. I live in the County, Millington to be exact. Memphis produces 50% of the State inmates..maybe we ought to tax Memphians extra to house all the inmates they produce. I've done a lot of stat reading on crime in the past 10 years, my one conclusion, is the punishment does not always fit the crime..i.e. plea bargains, and that criminals don't serve but a SMALL portion of their plea bargained sentences. Thus lacking the true punishment their crimes deserve they feel free to go out and commit more. The Shelby Co Penal Farm use to work the inmates on their farm. Not any more the land lays fallow. The recidivisim rate for the Penal Farm is 75%. This is an 11 month 29 day prison...they serve an average of 90 days of such a sentence. Need your teeth fix? do another crime and get sent to the Penal Farm..it's FREE then.

I have now resided in that University of Memphis area for a bit more than four years, and can now show you a half-dozen more such scenes, one involving a neighbor of mine and two in local business places. I also formerly worked in the Chicago area, and carried a handgun without benefit of paperwork or permit there, and it saved my bacon at least twice.

But I suggest that at least some of the deaths in Memphis are of criminals who picked on the wrong victim and were killed in the process, with the survivors having no faith in the law enforcement or judicial processes that would follow afterward- after all, the mayor's own bodyguard was caught handling drug payoff money, and the Memphis PD *organized crime bureau* that handled internal investigations was itself caught misappropriating funds to such an extent that it had to be disbanded- and all the internal investigations files for the last 15 years were shredded.

So figure that some of those Memphis bodies are those of criminals who picked on the wrong folks. Last year, at least, none of them were mine. We will see how 2002 goes.
