Correct. It indicates that Europeans are dependent on the state for much of their well being and are unable to defend or work for themselves. Any conversation with the average Frenchman, Belgian or Swede will bear this out.

Europe has embraced an amoral culture of shiftlessness and sloth. Let 'em die.
