CARA OVERVIEW.........
o Conservation and Reinvestment Act
o CARA funding is $3.1 billion per year for 15 years = $45 billion
o CARA is a trust fund, not subject to yearly budget review, nor to conventional Congressional oversight
o CARA is PORK
- Alaska ($271.97 per capita), Louisiana ($71.65 per capita) are leading "beneficiaries". Therefore, it is no surprise that Alaska (Young & Murkowski) and Lousiana (Tauzin & Landrieu) legislators are primary sponsors
- There are over 300 current co-sponsors in the House. Many of these are Conservatives who are sacrificing their principles for the PORK. This PORK legislation may pass !!!
o CARA is a threat to private property rights.....CARA DOES NOT preclude government confiscation of private lands
o CARA provides taxpayer financing to begin implementation of the "Wildlands Project", the environmentalists' "vision" for 50% of U. S. land to be declared wilderness, and off-limits to humans
o CARA has been kept under the radar screen of public scrutiny. It's confiscatory undercurrent is so egregious that, except for a few property rights advocacy groups, there is little knowledge of the bill's content. The Senate version of CARA was passed late on the final night of the legislative session, with no debate, by a voice vote of the few Senators left in the chamber.
