This news kind of disappoints me. If she had run, then she would've failed miserably, and then limped through the last 2 years of her term as Senator.

Has anyone, including Al Sharpton, announced that they are running?

Hillary Clinton will run for President in 2004 and she will win. I don't like it, but I know that it is true. It depresses me too much to type it all again, so if you want to know why, click over to this thread:
Poll: More Think Hillary Clinton Won't Run for President
Hillary! will be President, and sooner than you think. All due respect for Jay Severin, but he thinks conventionally. Hillary!'s run for President in 2004 will be the nuclear bomb of politics. It will destroy everything, and she will prevail in the ashes.

This statement is completely meaningless. Right now,
at this exact moment, Hillary is not stumping the country wildly in an attempt to get elected President. She has not filed with the FEC. Ergo, in the narrowest definition of the term "running", Hillary is not running for President.
Of course, we all know here that she is feverishly preparing for her lifelong ambition of being elected President. I think she could win the Democratic nomination and be a credible candidate. I would welcome the fight though, as this would be a clear choice between two radically different worldviews.

This means her fundraising efforts have been dismal.
and a rational for her being the rebuilder and savior of the Democratic Party.
That would be rationale. Using the word rational in a sentence referring to Hillary is Hillaryous.

I still don't think she can wait until 2008. I predict the "chickens will come home to roost" and her political career will be torpedoed by one of her previous shady deals that still hasn't been made public as of today. She will be fighting for her political life in 2004 or 2005 and in the years to follow. Even her useful idiots will lose patience with her as she continually fails to deliver the goodies she promised to them. She has to run in 2004 or never.

AAAAAARRRRRRGGGGGGGGHHHHHHH!!!!!
(*Sorry, I just had to do that!*)
She won't be elected whether or not she runs.

She isn't running -- she's simply waiting for the inevitable "Draft Hillary!" movement.
Act I, Scene 2 of Shakespeare's "Julius Caesar" certainly springs to mind:
Brutus. Yes, Casca. Tell us what has happened today To make Caesar look so sad.
Casca. Why, you were with him, weren't you?
Brutus. If I were, I wouldn't ask Casca what had happened.
Casca. Why, there was a crown offered to him; and when it was offered to him, he pushed it aside with the back of his hand, like this. And then the people started shouting.
Brutus. What was the second noise for?
Casca. Why, for the same reason.
Brutus. Was the crown offered to him three times?
Casca. Yes, indeed, it was! and he pushed it away three times, each time more gently than the others; and every time he pushed it away my honest neighbors shouted.
Cassius. Who offered him the crown?
Casca. Why, Antony.
