They agreed like she said "Well, the sky is blue" and the host kept commenting about how informed the callers were this evening.
Most of them were pretty informed actually, but this one refrence that they left hanging peaked my interest.
The only solid facts presented were:
1) It was intended to, or could be construed to allow for involuntary "chipping"
2) It was an act of Congress
3) It happened in 1986.
I figure it's just a case of some bad foil, but I also figured that if it wasn't some FReeper already had a handle on it and could explain in detail just what it meant and what the implications are.
Try to find the name of the host, and maybe an e-mail.
