Less than half the residents are on rent-assistance at this particular complex....this usually doesn't constitute a ghetto. Having never been to this apartment complex, I can't judge "how things are" other than what the article says. It may be a tumble-down junk pile, but the article does not say. In cities I've lived in, the Section 8 complexes have had even more rigid rules than other places and more rigid government regulations as to upkeep. Complexes that don't comply lose their Section 8 status and residents are readily evicted because there is a long waiting list of other people who'd like to move in.

Perhaps things are different in other states and/or in larger cities. I admit I don't have a solution to the problem.
