What you have stated does not even work in relatively decent apartment complex's, let alone the real Sect.8 places in the big cities. What are they going to do, evict the whole complex, this sin't a few bad apples we are dealing with, its a few million.

Most apartment managers in these Section 8 complexes are only one step removed from welfare themselves. The ones I've dealt with are exactly the kind of people who would take bribes from gangs to find out who is complaining. Too many people don't realize exactly how vile and venal inner city life really is.
