I had very near the same experience. Within two months of the place going Section 8, my new upstairs neighbors had thrown a barbeque grill off their porch at 3 am, and ripped their front door off the hinges at least twice that I knew of. People would come at all hour day or night, and rather than make the fifteen foot walk to the door to knock they would just lay on the car horn until someone came out. It's probably a good thing I didn't own a shotgun at the time.
After that s#!+ started, I was only there long enough to finish the paperwork on my house. I'll never live in an apartment again.
