Question: Wouldn't it be unconstitutional to enact a Tobin Tax whose funds went to the UN, even if approved by the Senate? It's just like the International Criminal Court thing: If the Senate agreed on some treaty that allowed for a court higher than that of the US Supreme Court, it would never matter because it would be unconstitutional. The federal level of the US government is the highest level of government our citizens can ever be responsible to, PERIOD. Right?

No. The Tobin tax is placed on international financial transactions and occurs outside the jurisdiction and protection of our Constitution. It is a tax on globalists, not American citizens.
