The concern I stated pertained to liability issues that would attach to the City of Tallahassee should it provide firearms or firearms training to citizens.

Read: 'The insurance company would raise our liability insurance premiums'. Insurance companies and trial lawyers as a group seem to be on the same team when it comes to 2nd amendment issues.

I don't know what the mayor thinks really, but thank God we are in Florida, in the capital of Wisconsin (Madison), you likely would have gotten a memo explaining that he doesn't talk to gun nuts.
