H.R. 2459 - Department of Peace?

I was listening to "Crosstalk" on VCY America, on my way home from work today. Mr. Jim Schneider was informing listeners about a bill introduced 7/11/01 into the House: HR 2459. SUMMARY AS OF:
7/11/2001--Introduced.

Establishes a Department of Peace, which shall be headed by a Secretary of Peace appointed by the President, with the advice and consent of the Senate. Sets forth the mission of the Department, including to: (1) hold peace as an organizing principle; (2) endeavor to promote justice and democratic principles to expand human rights; and (3) develop policies that promote national and international conflict prevention, nonviolent intervention, mediation, peaceful resolution of conflict, and structured mediation of conflict.

Establishes in the Department the Intergovernmental Advisory Council on Peace, which shall provide assistance and make recommendations to the Secretary and the President concerning intergovernmental policies relating to peace and nonviolent conflict resolution.

Transfers to the Department the functions, assets, and personnel of various Federal agencies.

Establishes a Federal Interagency Committee on Peace.

Establishes Peace Day. Urges all citizens to observe and celebrate the blessings of peace and endeavor to create peace on such day.

As I recall, hippies have been calling for a federal Dept. of Peace for the past 30 years, off and on. I'm positive I recall hearing about legislation seeking to create such at least once or twice in the past 10 years. It amazes me that the marxists still try, frankly.

In Orwell's 1984, wasn't the agency in charge of the military called the Ministry of Peace, or something close? How prescient was that guy? And the Office of Homeland Security - how long will it take for that to threaten our security? Perhaps during the next administration? Doublespeak is here.

I'll concede to the "Department of Peace", if they cede the "Department of War"

This bill was proposed by Congressman Dennis Kucinich of Cleveland, Ohio.  He recently gave a very controversial speech in which he discussed his so-called "Department of Peace."  Also in this link is a radio interview he had with a local Cleveland radio station that questioned him on his speech.
