I suspect this may be a contender for "biggest False Alarm since 9/11" posted on FR, and that's against FIERCE competition. I think the best previous one were the women who called the police and got a HAZMAT team out to Kent Narrows in Maryland because some painters dumped some plaster in a parking lot at a restaurant, during the Anthrax scare.
I think this being in "Breaking News" is fairly ridiculous.
My guess will be someone who forgot to dump their minnows after fishing, realized he wasn't going fishing again soon, and stopped and dumped the minnows in the reservoir.
The best part was when the firemen had roped off the area and they brought the painters over to ask them about the strange substance and one of the painters knelt down and tasted the plaster.
Classic.
Good guess. Suspect we've all been there, done that.
At least until I discovered that artificial lures will actually catch big bass.
My vote still goes to the one where authorities were brought in because of a "suspicious white powder"..........................
