So basically they are carrying a card that says, 'Hey I'm a Mexican,' and this is supposed to mean exactly what?

Banks will open an account for anyone with a SSN or tax payer id (issued by the IRS for foreign people).

The consular card nor the existence of a bank account implies legal status or the right to work in the US. Some are trying to pretend this card grants them something, it doesn't.
