DPS seeks tougher drivers' licenses process

Associated Press
Laredo Morning Times - April 11, 2002

HOUSTON (AP) - What a difference a year makes.

Last spring, the Texas Legislature passed a bill that would have made it easier for illegal immigrants to get driver's licenses. Gov. Rick Perry vetoed it.

Now, the Texas Department of Public Safety is trying to make it more difficult to get a driver's license.

"After Sept. 11, there has been a re-examination," DPS spokeswoman Tela Mange said.

A hearing on the DPS' proposed administrative rule change drew a standing-room-only crowd of about 70 people Tuesday at the state Capitol. Opponents of illegal immigration applauded the effort to tighten regulations, which they see as a way to make it more difficult for people in the country illegally to stay here.

But critics - including representatives of the Austin Police Department - said security would be enhanced by offering driver's licenses to immigrants, establishing written records of immigrants' residences in the United States.

The proposed regulations would make it impossible for people who have a foreign passport to get Texas driver's licenses unless they also have verifiable identification issued by the U.S. government. Refugees, some foreign students and other immigrants - except those from Canada - would be excluded from getting the state identification.

The proposed changes in Austin come as Texas, like the rest of the nation, grapples with new concerns about proof of identification. In the wake of the terrorist attacks, the federal government and many states are beginning to look for ways to ensure safety while still helping immigrants. California is considering a provision that would allow undocumented workers to get drivers' licenses that would identify them as illegal immigrants.

Opponents of illegal immigration applaud the effort to tighten regulations, which they see as a way to make it more difficult for people in the country illegally to stay here.

Giving an illegal immigrant a driver's license "is very close to aiding and abetting a crime," said Bill Toney, an Austin resident.

State officials say the proposed changes come in response to the Sept. 11 terrorist attacks. Some of the terrorists obtained driver's licenses from various states, which they then used as acceptable photo identification to board the planes they crashed in New York, Pennsylvania and Washington,Virginia.

Joseph Berra, an attorney with the Mexican American Legal Defense and Educational Fund, said that after Sept. 11, "there is a greater need to ensure that people are properly licensed and identified."

Without access to valid driver's licenses, immigrants are forced to turn to the black market for false documents, which only adds to the insecurity, Berra said.

If we don't let anymore in and kick those that are here out we won't have to worry about creating legislation to handle these types of situations.

Funny how those "Libertarians" down around Austin are the first to propose new laws, eh?

Very close? BS! It is aiding and abetting. (period)

The woman who gave fake documents to terrorists (in Louisiana I believe) was going to be charged with a crime before she flipped and decided to rat out the other terrorists she'd supplied.Anyone caught giving illegals an ID should be prosecuted and sentenced to 50 hours of community service in the barrios. That would scare 'em into making damn sure that they are issuing to an authorized recipient.

That's because those LibTars down around Austin (and up here in Oregon too, BTW) understand that until social services are stopped illegals are only a drain on our pocketbooks.
Even Libertarians can understand the basics of the illegal problem with respect to the economy and taxes. (Now if we could just get Bush and his army of drones to understand it as well ).

You can forget about trying to get Bush to listen. He's not like Burger King where you get it your way. He is Bush King and you're going to get it his way.

I am beginning to jump on the aiding and abetting bandwagon more and more every day. We need to hold our representatives accountable. Starting now!!

Actually he's a lot like BK. You get it your way after he hires enough illegals to make it of such poor quality that "your way" isn't woth asking for.

Let me get this right, you mean Rick Perry vetoed this legislation? If he keeps this up, I may have to vote for him. I still can't get over him passing hate crimes legislation for Texas. But this action helps.

Those representatives of the Austin Police Department wouldn't happen to be Hispanic or related to anyone of Hispanic descent? They wouldn't be biased in any way, would they?

The only way to enhance security is to give all illegal aliens until the end of the summer to sell everything, they don't want to take with them, and return to their home countries. Any illegal apprehended after that will forfeit all. As Sabertooth likes to say, "They'll deport themselves."

Then we need to get the Army Corps of Engineers to begin construction of walls on our northern and southern borders to KEEP THEM OUT.

No, what adds to our insecurity is our open, porous borders.

Nobody is forced to violate the law. This sentence should have said that without access to valid driver's licenses,
illegal aliens make the decision to turn to the black market for false documents.

Not that I'm in favor of doing this, but you could accomplish the same thing by offering any type of photo ID to illegal aliens. It wouldn't have to be a driver's license.

How about a copy of their mugshot and fingerprints as memento when they're deported?
