Exactly!

The guy is already scamming people all over Minnesota...

It's no surprise that he is trying to shut me down. My question is:

Can the TITLE of my website be in violation of anything? I don't see a Federal Registration in TESS...so I think the guy is just trying to scare me off.

Exactly. Tell him to fax a copy of the date he registered his site and just what protections were granted with it. Otherwise ignore him until he legally serves you. Or better yet work out a mutually satisfactory compromise. Lawyers cost big bucks and the use of them for minor matters is best avoided.
