This used to be held in Virginia Beach, then 1990 they got out of hand and trashed the beach, looted shops, etc. Many were arrested. They caused major damage. The National Guard was called out. It was horrible. I lived oceanfront and you were afraid to even open your door.

Another detail lost in this is that Galveston banned alcohol from some of the beaches years ago (which was why some college kids started to go to other area beaches). Also, glass containers are prohibited meaning that anyone with a beer or liquor bottle is violating the law (even at Mardi Gras in Galveston, glass containers are seized if you walk down the street with one in your hand).
