There are some non-terrorist explanations here, too... sometimes a kid will mix bleach and ammonia, which produces chlorine gas. Sometimes somebody tries to cook up a batch of drugs and screws up. So far as I can tell, the substance is unknown, "cyanide" was just somebody's guess.
