I see no mention of fair market price in the definition of steal.
steal Pronunciation Key (stl) v. stole, (stl) sto·len, (stln) steal·ing, steals v. tr.

The problem is with the right to do such a thing. The government can and does abuse the rights given to it by the people.
Before the Clintoon left, the system was rigged to force Fanny and Ginnie to make loans to inner city bad credit risks.
We have had battles with this Bravo Sierra for decades out here.
The usual villians are the diversity/multi cultural thugs, the elite liberals and enviro whackos. It is their way of ghettoing homes in certain areas. That ends up increasing the home values outside of those areas way beyond normal appreciation due to less supply of homes/lands for normal housing.
If we can ever get a couple of more conservative judges on Scotus, there are contractors out in the West ready to take this to Scotus re the whole fascist/socialist concept of affordable housing.
To finance this in our area, if you build a new home or add a new room on your current home, the fees/charges for affordable housing will cost more than the wood used in the new home or new room. This is a hidden tax as only those buying a new home or adding a room have to pay. Again this drives up the value of homes in the area.
Unless, of course, they are trying to get away with paying less than market value...
Since they're all in one place they can load them all on buses.
Why don't you check to see if the same cast of characters or development company is involved in this one too? Or do I owe the Demon an apology for being suspicious of his lying a**.
BTAIM, the reason there is so little unaffordable housing is because there are so many unaffordable people. Like locusts they descend on an area and destroy all before them. Newly erected buildings look like crap within a couple of years as they wreck what is given to them and reduce the stock available for others.

If you pretend to not recognize the necessity that a discussion of what might or might not be an ethically legitimate government taking for property should also note that it's both constitutionally authorized and paid for, then you're behaving as an ideologue, ignore facts that you don't like. In that case half your potential audience will tune you out.
Your understanding of my list of mechanisms is flawed. Any of the first 3 causes and effects, or the 4th item, could happen. Of course the cause of the first does not lead to the cause of the second.
- Businesses relocate, bringing down the demand and price of housing. As a financial analyst your should have recognized that. I also disagree with what you think is the source of the problem in the scenario that you described. Most of the human race will destroy what's given to them. The problem is that it's 'given' to them.
- Wages go up to retain people, making more housing 'affordable'.
- The demand and price for affordable housing becomes so great that it's profitable to build.
- Businesses build or buy their own if they can't wait for this kind of natural equilibrium.
