No, those were the US Park Police. And, they resolved Foster's murder within a matter of hours; they simply declared it to be a suicide. Ramsey is Chief of Police of the District of Columbia. The DC police and the Park Police both knew from day one that Chandra was actually in the area where she was found. They didn't look in that area, however, because the light was much better over by the main street.
The Park Police have already made the dog that found Chandra a Captain in the Park Police and are, therefore, taking credit for solving yet another federal crime, Chandra's disappearance. When you put the solution of this crime together with their overall record in the past 10 years, that adds up to a mighty solution total of, well, two. If Congress would give them more money and resources for bonuses and to design a new Captain's insignia, they might double that record in the next 10 years.
