Actually it's the Europeans and Americans fault for giving them the money for aid and development in the first place. If we hadn't been so generous, they never could have stolen it.

He said Africa needed a watertight international convention to allow money hidden in foreign bank accounts to be repatriated. Dream on, good buddy. If every lousy dictator on Earth suddenly withdrew his money from those banks, Switzerland would have to go back to making cheese, chocolates, and cuckoo clocks to get by.
