Seems rather cryptic in that it seemed that they had a strong idea as to who the perp was.

The insinuation is certainly there. I don't think Carona would stick his neck out like that unless he had strong feelings about an arrest. And if Sheriff Carona and the FBI show up at the news conference you can pretty much bet that they have made an arrest.
