That was Ed Rollins, who claimed that the Whitman campaign paid (normally Democrat-boosting) black ministers to curb their enthusiasm for opponent Jim Florio, not backing him from the pulpit and not encouraging a big turnout.
He was later forced to recant and said he was just talking trash, that a Republican campaign would never attempt to bribe the clergy and that the clergy would never accept such contributions, that the whole story was completely made up.
A Philly newspaper went so far as to interview churchgoers on what was heard in their pulpits the Sunday before Election Day. Oddly enough, the story never saw print.
On a wholly unrelated note, black turnout for the Democratic candidate in that election was the lowest in decades in New Jersey.

By the way, "walking-around" money to campaign workers is not at all illegal or improper. Usually it's a few bucks to buy lunch, gas up the voter transport wagon, defray incidental expenses.
I've received a few twenties as a precinct captain in my time. I imagine my ward leader took in a lot more than that.

In my college days, we had a dorm resident advisor who's daddy was a Dem county commissioner in KY.
Our RA's job was to load up Daddy's caddy with cases of half pints of whiskey. That was GOTV then.

Thanks for the answer to my question about the Congresswoman who gets driven two blocks to work. Now, I think it was Sheila Jackson Lee, too, but I just couldn't come up with who it was, before. I halfway didn't think it was Cynthia McKinney, but I halfway did, too.
