You are exactly right. The bailout of Brazil gives Rubin and Citigroup essentially a safety net. They get all of the upside of making risky investments in an emerging market economy, while assuming none of the risk, since the risk is effectively pawned off on the U.S. taxpayer. Business as usual with the big banks.
