If you're trying to insinuate that this hints that we're about to attack Iraq, why in the world would the DoD announce it to the world and tip everyone off? They're not suicidal.

The military does not call them "THREATCON" levels anymore---now it is "Force Protection Condition" or "FORPROCON."

And if they are ordering DELTA...it is the same state of readiness that all military installations went to immediately after the events of Sep 11th.

Can't be too careful.

The possibility of it breaking out is enough to warrant that our military be on high alert readiness not to be in a Pearl Harbor mode.

THREATCON DELTA. Implementation applies in the immediate area where a threat attack has occurred or when intelligence indicates terrorist action against a specific location is likely. Implementation of THREATCON DELTA normally occurs for only limited periods of time over specific, localized areas. Commands cannot sustain THREATCON DELTA for extended periods without causing significant hardships for personnel and substantial reductions in capability to perform normal peacetime missions.

Jim M. at the pentagon for NBC just reported that bases on middle east just went to DELTA..meaning troops dressed in battle gear with weapons ready..one step down from war

The big signs just inside the gates at our army post read: "Threatcon Level (whatever)." Never heard of FORPROCON, but am familiar with the term "force protection." Guess our commander needs to allocate a bit of $$ for FOREDUP (force education updates). ;o)

Yeah, but Saddam is - if we jack up our readiness level, and he's got an itchy trigger finger, being ready is not necessarily a bad thing...

WASHINGTON (Reuters) - The United States will for the first time raise its threat assessment to a "high risk of terrorist attacks" because of new information ahead of the Sept. 11 anniversary, U.S. officials said Tuesday.

The change comes as many Americans are already on edge as they mark the anniversary of the Sept. 11 attacks that killed about 3,000 people, with opinion polls showing that many people expect fresh attacks against the United States.

U.S. officials, who asked not to be named, said the threat level would be raised to "orange," reflecting a "high risk of terrorist attacks" and is one step below the top "red" threat level, where the risk is seen as "severe."

The threat level is now at "yellow," the middle of the five-point scale where it has stood since the government created the color-coded system in March to offer people guidelines on how to prepare for any attacks after Sept. 11.

"As a result of new information we have received, the threat level is increasing," said a senior Bush administration official who asked not to be named, adding that Attorney General John Ashcroft ( news - web sites) and White House homeland security adviser Tom Ridge would announce the decision later Tuesday.

In one sign of the heightened security measures that the U.S. government is taking as the anniversary approaches, Vice President Dick Cheney ( news - web sites) spent Monday night at a secret location.

The White House Office of Homeland Security proposed that federal departments and agencies should consider the following measures when the threat level is set at orange:

-- Coordinating necessary security efforts with federal, state, and local law enforcement agencies or any National Guard or other appropriate armed forces organizations;

-- Taking additional precautions at public events and possibly considering alternative venues or even cancellation;

-- Preparing to execute contingency procedures, such as moving to an alternate site or dispersing their work force;

-- And restricting threatened facility access to essential personnel only.

Despite the added precautions called for under the increased level, White House spokesman Ari Fleischer ( news - web sites) suggested that Americans go about their lives as they mark the anniversary of the Sept. 11 attacks.

"The president thinks the American people should absolutely take specific actions. Those specific actions are to live their lives, to honor the memories of those who were lost, to pay respects to the families and the loved ones of those ... attacked and killed on Sept. 11," Fleischer said.

"The American people need to live their lives. That's the best thing that the American people can do to send a signal to anybody who would do us harm," the spokesman added.

Also called "FPCON", both terms are used, but "Threatcon" was outdated in June of 01 by DoD directive.

Just read on another threat that U.S. forces in Bahrain have gone to Threatcon Delta.

By the way, Delta corresponds to what in the old Defcon system, Defcon I?

The Military doesnt play MSDNC games. Delta means Delta. It is the highest level of alert for Military forces...the Military's threat structure isnt a toy and it is changed for real reasons.

It means security is ratchetted up. Ammo usually distibuted to more than normal, fighters stay on the tarmac hot & ready, tanks go full battle rattle...everyone starts paying attention.

DEFCON is (was) the condition of the troops to go to war.
FPCON (THREATCON) is the condition of the posts,bases, to meet a direct threat.

For example DEFCON whatever meant that the pilots were sitting in their airplanes with the engines running.

FPCON delta means that the buildings are locked and only people with positive ID are to be admitted.

Both of these are simply examples. Each base commander sets the actions to be taken during a FPCON.

I hate to say this, but eight years passed between the first attempt on the trade towers, and the successful one. The ragheads can make us jump just by spreading rumors on the internet. Meanwhile they plan carefully.

Perhaps we can, over time, dry up their funding and remove some of the state support, but I fear for what will happen if we elect another president who governs by focus group.
