Well, it seems to be that Bush has bought himself a few more months by punting this to the UN for now.

He didn't punt, he just scored a touchdown and asked the U.N. if they want to be on his winning team he'd let them.

Right - Bush is just covering the basics. Turn the responsibility over to the U.N. to act or we do. He will do something similar to the Congress. Let them cast their vote yes or no and face the American people with it. Let them be the ones to say - no - I want to risk American lives so I can do nothing.

All along - he knows that if they don't move in the direction he wants, he will act alone because he has the authorization already.
