If he has a few kilos or more of weaponized anthrax ready to go in the USA, and loyal agents to deliver it (doubtful) he'll use it to cripple our medical, postal and transportation systems. It could put a very big hurt on our economy.
I don't think Saddam has too many sleeper agents in the USA willing to commit suicide as a gesture to mark his downfall.
Smallpox is an outside threat.

These al-Qaeda people are like attack dogs, straining at the leash. They want those codes (locker combinations, whatever). That's the beauty of this setup, from Saddam's point of view. It's golden.

He can attack us directly, of simply make sure it gets into the "right" hands. His people do even have to do the dying. Radical Islam has lots of volunteers.
He can do this any time he chooses to.

Saddam is nut and probably more capable than Qadaffi ever was. I personally view Iran's Mullahocracy as a greater terrorist exporter/funder but it looks like Saddam is "available" and the next big target. I suppose the geopolitical headshrinkers expect he'll serve as a good example to the others in the meantime. Plus, he's given us all sorts of multilateral excuses.....which btw...I don't think we need but who am I to say.

If there is a major attack, it may be difficult for the country; many will be in dire straits. Talking basics, such as food and shelter, not about owing $200,000 on a $300,000 hovel without electricity or running water. Those with existing medical situations may be in severe trouble.
There is a war coming, odds are. That's in addition to the existing war, or Phase 2. Plan for the worst. It might go well, it might spiral out of control. Do you have enough of the very basic supplies to hold out until order is restored? [Not you, TM, that's a general question.]
