Yes, that worked out so well, didn' it? How could such a steely-eyed policy have failed? Look at the measures we brought to bear: During the '98 attacks, U.S. warplanes dropped leaflets on Iraqi soldiers encouraging them to oppose Saddam. That's right, leaflets. Not even precision-guided leaflets -- just ordinary paper, fluttering from above, asking the enemy troops to shoot Saddam if the opportunity ever arose.

Interesting quote. Some $97 million was appropriated by the Clinton administration for this purpose.

Some $96 million remains in the account today...
