I have to tell you - I have listened to the audio, and immediately after Gov Bush says the words "devious plans" he explains what he means: giving the voter ALL the info about this amendment, the cost, the cutting of programs, etc.
Full disclosure to voters - the "full monty" as Gov Bush says.
The media now criticizing Gov Bush is blowing this all out of proportion.
