Maybe, just like the Wall Street analysts they don't really have a clue and are fictionalizing facts and figures to save their jobs.

Schools---Highway dept...one party too!

Would this mean there would be no airports on Maui? Would tourists have to take a boat from Oahu to get to Maui?
