It doesn't need to be expanded to register owners. It does register owners. When they register the recovered bullet and shell casing, the owners name is on the list. They don't give a damn about the "ballistic fingerprint". They know it's crap, they just don't care because the list is what they want.

Right now the spin is it's only on new sales, that will change down the road.

A wire clothes hanger,old panty hose and duct tape will change the grooves and make a brass catcher, so the fingerprint is useless. Just a registration scheme.
