Explain that the United States accepted Iraqs surrender in the Gulf War and Iraq signed agreements and terms with us that they have violated time and time again again. We do not like being lied to. The conditions Saddam agreed to to stop the war against him have not been honored. This is not a new war. The Gulf War never ended. Saddam wouldn't let it. We will finish it now.
