Kenya, despite its massive population boom, has lots of places you can hide a large number of people. The jungle belt behind the coast is one good hide. The coast itself is long and undefended, like the Maine border with Canada.

One doesn't think of the Arabs as sailors, but the trade route from Yemen and Oman to Mombasa has been in business for millenia. No trick at all to land some bad boys on the coast. In fact, most of Kenya's defense resources, such as they are would be concentrated at watching the Somali border.

The fact that the local boys caught 15 Iraqis at all is actually probably a good sign! However, guarding the North closely probably left the Eastern door open.
