While Gov. Gray Davis and legislators will be deciding what to cut, what to tax and how much to borrow as they deal with an immense state budget deficit, the specifics will largely depend on how well dozens of interest groups deploy their political resources for what promises to be some of the toughest political infighting ever seen in the Capitol.

While local government and school officials were raising the public alarm in Sacramento, the equally powerful union that represents correctional officers in prisons was entertaining legislators 3,000 miles away at a Maui resort. The officers, who are lavish campaign fund contributors, want to make certain that shutting down prisons and laying off guards to shave some of the state's $4.7 billion corrections budget is not on the agenda.
