The Defense Ministry is the Venezuelan equivalent to the US Defense Dept.
Hacker kept the logo of "Ministerio de la Defensa" in there.
Translation:
"Damned Killers. Minister Prieto (He is The Secretary of Defense in Venezuela), how much does Chavez pay you to be the lackey of his revolution?"
