She drinks milk and eats cheese, but no eggs, fish or foul for more than thirty years, and none while growing up. She has some beginning Alzheimer's now, but no arthritis, aterial disease, diabetes, cancer, or depression.

OK, I get that part :)

But how can they "force" unmarried "living together" couples to file as married?

Circa 1980 or so, there was a rash of couples getting divorced (but staying together) to save on taxes.

The IRS started taking them to tax court, and sucessfully made them pay at the higher married rate.

Since that worked so well, they then when after anybody they could, that was in a "common-law marriage." That is, folks that live together for a certain period, etc.

Yes, the IRS can declare that a couple is married, and force them to pay higher taxes.
