Yes, you have the general idea. I coined the term myself, but I think it sufficiently describes what the City of Cookeville will be doing to avoid paying a multi-million dollar judgement to the Smoaks. So let's re-cap: A Cookeville police officer terrorized a family on vacation, and there is no way the city can win a civil court case, yet, the officer did nothing wrong because he felt he was in danger. Yes, that sounds about right. Now, does everyone follow?

Anyone who think's a cop is going to be punished for killing a peasant's dog, even if caught on film doing so, is out of their freaking mind.
