Legislative committees approved midyear budget cuts Thursday, but Republicans and Gov. Gray Davis said they fell short of what's needed to put the brakes on the state's fiscal crisis.
"Unfortunately, they didn't go nearly far enough," Davis, a Democrat, said in a prepared statement. "We are facing an unprecedented problem, and we won't solve it by nibbling around the edges."
