WASHINGTON - Sen. Hillary Rodham Clinton (news - web sites) launched a blistering critique of the Bush administration's domestic anti-terror efforts in a draft of a speech to be delivered Friday, saying the White House has fostered a "myth" of domestic security.

"Time has passed and our vigilance has faded," Clinton said in a draft of the prepared remarks obtained by The Associated Press. The speech was to be delivered Friday afternoon at John Jay College in Manhattan.

"Our vigilance has faded at the top, in the corridors of power in Washington, D.C., where the strategy and resources to protect our nation are supposed to originate. Where leaders are supposed to lead," Clinton said.

Clinton's challenge to President Bush (news - web sites)'s domestic security efforts comes four days before he is to deliver the State of the Union address.

"We have relied on a myth of homeland security — a myth written in rhetoric, inadequate resources and a new bureaucracy instead of relying on good, old-fashioned American ingenuity, might and muscle," Clinton said.

"The truth is we are not prepared, we are not supporting our first responders, and our approach to securing our nation is haphazard at best," Clinton said. "Somewhere along the line, we lost our edge. We let our guard down."

She also used the address to promote her Provide for the Common Defense Act, which she argues will force the federal government to give much-needed assistance to states and cities to protect citizens from terror threats.

Her legislation calls for more spending to develop anti-terror technologies, create a task force to set minimum security standards and add more federal security personnel in areas with large populations, including New York City.

"We expect people and cities and towns to react to oranges, reds, and yellows, but we do not give them the green light they need to do their jobs," Clinton said. "It is too bad that the people who issue the warnings to our cities aren't the same people who write the checks to cover their costs."

Her speech also attempts to tie security concerns to criticism of Bush's $674 billion economic stimulus proposal that will eliminate taxes on dividends.

"Will ending the dividend tax make air travel safer?" Clinton said. "Will it keep a dirty bomb out of New York harbor? Will ending the dividends save one police officer or firefighter his or her job? In short, will it make America safer, more secure? Of course, the answer is no."

Well, I wasn't aware that President Bush was cancelling the dividend tax with the expressed purpose of making air travel safer. If so, I think he used poor judgement. Or may Clinton is an idiot.

well? where is HER contribution for making the country safer? Isn't it HER party that is predominant in protesting OUR country's defense?

When was the last time SHE did, or even SAID anything to help?

Of course, Hillary is getting ready to run in 2004. The DNC will push all the others out of the way (excuse: They cant beat Bush) for Hitlary to run.

Also, her husband is lonely and needs some interns. The thought of Bill having all the interns he wants without getting impeached has him drooling

G. W. Bush and Bill Clinton somehow ended up at the same barbershop.

As they sat there, each being worked on by a different barber, not a word was spoken. The barbers were both afraid to start a conversation, for fear it would turn to politics. As the barbers finished their shaves, the one who had Clinton in his chair reached for the aftershave.

Clinton was quick to stop him saying, "No thanks, my wife Hillary will smell that and think I've been in a whorehouse,"

The second barber turned to Bush and said, "How about you?"

Bush replied, "Go ahead, Laura doesn't know what the inside of a whorehouse smells like."

What has she EVER done to qualify her current political status? She had never held one elected office prior to becoming the junior senator. Now, she is being drafted to become President, by the Dims. Absolutely no prior experience. Of course, we all know why she is being given such a pass.

Hillary's strategy continues on....is it something like this?...

Before the 2002 elections plant advisors and advice on Gore and Daschle to recommend attacking Bush on foreign policy and suggest appeasement (all contrary to what they said in 2000).

Now do the same with Kerry, etc., encouraging them to criticize the WOT, appease, back down on Iraq, spew Europeanisms like "unilateralism"...letting the boys all knife each other into public distrust and disgust...

All the while Hillary establishes her credentials as an Iron Lady, ready to take the helm when the boys have their final meltdown.

You know, Hillary could gain a lot of sympathy if she had Bubba done in. She would get the sympathy vote. She could have a funerally like they did with Wellstone. And, she would be doing herself, and the world, an enormous favor.

Geez. You’d think the powers that be in the White House turned down a Sudanese offer to hand over Bin Laden. Or failed to respond to terrorists putting a bomb in the basement of the WTC. Or failed to respond to terrorists blowing up a navy ship, or killing 19 soldiers in Somalia, or blowing up our embassies, or blowing up US soldiers in Saudi Arabia, or…
