The field grade officers running the city's universities' ROTC programs might need them, as well as any reservists who happen to reside there...

I guess there must be a few officers at Ft. Hamilton and with the local recruiting effort too..

Also I think there is a Coast Guard presence there...

But the first thing I thought when I saw that was "Holy crap! People are getting assigned to Manhattan?" Sounds better than Ft. Polk!
