By what measure? When his opinions get unanimously slam dunked by the Supreme Court isn't this an indication that what he is doing isn't worth the paper the ACLU charter is printed on? I've always thought the job of a judge is to decide Constitutionality.

Right! The claim is made that when SC prededent exists, he follows it. If SC has no written opinion, he uses his own intellect.
Verdict: Regularly overturned on appeal.
Conclusion: He does not understand the Constitution and does not display an aptitude to correctly apply Constitutional principles.
Final conclusion: Typical Liberal.
