Exactly. They have the ships and planes, but no bullets or bombs unless we give it to them. Kinda like Barney keeping his bullet in his shirt pocket.

The impressive French battlecruiser Dunquerque at the end of WWII.

Recently delivered to the French Navy from DCN shipbuilders, this ship will be the largest carrier of all Central European countries.

Aren't the Central European countries:, Austria, Hungary, Slovakia, the Czech Republic?
