Barring a customs house at every road, railway, and river across the border stretching from Virginia to Arkansas, then no. They couldn't cover them all.

So how much moved by road those days?

Barring the availability of statistics on the matter, it is hard to say. I need only note though that it takes but a few feet of road to cross a border. That goods could have been shipped over land a few miles to achieve this is therefore not at all unlikely.
