A budget plan by state Senate Republicans opens the door to negotiations with majority Democrats but offers few specifics about how to achieve proposed across-the-board cuts and resorts to one-time accounting maneuvers like ones the GOP has criticized, budget analysts and advocates for state programs said on Thursday.

Brulte said that if Democrats object to these one-time measures, Republicans would be willing to consider even more program cuts.

"We're trying to meet them halfway," he said.

In another, the Republican plan expands on a proposal by Davis to sell bonds to cover the state's pension obligations in the coming fiscal year. The Republicans suggest an even bigger bond to also cover the pension obligations of special funds, in addition to the general fund. The special funds would then transfer the amount they would have spent on pensions -- about $1 billion -- to the state general fund.

What the hell is this pension bond BS. I thought all pensions were covered by CALPERS.

The Dems have brought so many hogs to the trough that there is not enough feed (taxpayers) to keep the trough full. We have reached the point of no return...
