Apparently these dummies are exceedingly tough to destroy. Rocket missiles are usually somewhat fragile due to having a lightweight structure and trying to save weight everywhere, but these missiles require a heavy bulldozer driven over then to do more than scratch the paint. Sounds like mock-ups, not operational missiles.
