No, you're wrong. Certain places of "public accomodation" may not refuse entry by people on spurious grounds.

They did not refuse him entrance. Only that he wear appropriate attire.

"Appropriate" in what way? They cannot tell him he cannot wear a T-shirt with innocuous messages on it.

I'm willing to bet money that if this article were about a guy wearing a T-shirt that said "Support Our Troops!" on one side and "Down With Saddam!" on the other, you'd be livid that the mall cops gave him a hassle.
