Maybe he expects the air campaign will be done by then and now the troops will go in.

Hmmmm?? Franks said today at a press conference with Rumsfeld: If the President should make the call - we are ready to go. Saudi Arabia and Kuwait have taken the military which was supposed to go to Turkey.
I think Powell will give the definitive speech tomorrow at the UN - and that will be it! NO VOTE!!
