Possibly. In a conventional conflict you want suprise, but in this instance, I think we want a sense of inevitabilty. Saddam is only as popular as he is feared, if the perception is that there is an unstoppable boulder rolling down hill to crush his regime, then his military officers would gladly get out of its way. However, if his military feels uncertain, they will be too afraid to show disloyalty.
